Philip G. Savoy is an associate of Murfee Engineering Company, Inc. and serves as a Hydrologist and Researcher for the Company. He has over 30 years of experience in environmental and water resources modeling and related analysis. Mr. Savoy’s expertise includes: computer modeling of hydrological data, ecology studies, water delivery systems analysis, groundwater studies, floodplain modeling, geographic modeling, reservoir modeling and analysis and environmental compliance site planning.
Mr. Savoy has a long history of civic involvement at the State, County, and Municipal levels and continues to be active in the development of environmental and water conservation policy. Mr. Savoy served on the Environmental Board, City of Austin, from 1979 to 1987, he was Chairman from 1984 to 1987. Mr. Savoy is one of the co-founders of Take Back Texas, Inc., a statewide private property rights coalition, and is one of the co-authors of Senate Bill 14, Private Real Property Rights Preservation Act, 74th Legislature, State of Texas, 1995.
Mr. Savoy has conducted geohydrologic studies for ground water well field development, including seismic surveys, drilling supervision, pump tests, and well logging. Groundwater contamination studies have included monitoring observation well fields, open trenches, and routine sampling for contaminants. Numerous water system model designs and analysis have been performed by Mr. Savoy as part of staff support for the company’s Municipal Utility District client base. Mr. Savoy has contributed ecological support, literature review, habitat analysis, and sustained salamander breeding experiments; in support of endangered species research, reports, and studies performed for MEC clients. Major projects include: Circle C Ranch Subdivision and Golf Course, Circle C MUDs No. 1-4; Hays County Water Authority; Lake Point Subdivision; West Travis County MUDs No. 3 – 5; North Austin MUD No. 1; Wells Branch MUD; Rob Roy on the Lake; Rob Roy on the Creek; WCID No. 20; North Travis County Mud No. 5; North West Williamson County Road District; Arterial V, McKinney Falls Parkway, Travis County CIP, 1988 to 1991 and Sunfield MUDs.
Mr. Savoy holds Bachelor degrees in Mathematics and Computer Science from South West Texas State University, San Marcos, Texas and a Master of Operations Research and Industrial Engineering from the University of Texas at Austin. He has also completed post graduate work in Civil Engineering/Water Resources at the University of Texas at Austin.
